This research explores the following questions to address this issue:
1. What are the multiple perceptions of risk and adaptive capacity among rural communities and other stakeholders at the provincial and national levels involved in adaptation?
2. How are these multiple perceptions of risk and adaptive capacity constructed in relation to access to information, values and worldviews, identity, and sense of place?
3. How is the planning process to address climate risks and build adaptive capacity in rural communities working?
